Summary

The Secretary-General's report on the implementation of the Peace, Security and Cooperation Framework for the Democratic Republic of the Congo and the region covers developments since the adoption of Security Council resolution 2098 (2013). The situation in eastern Democratic Republic of the Congo remains tense, with episodes of deadly fighting and a humanitarian impact that is still alarming, including 2.6 million internally displaced persons and over 270,000 Congolese refugees in neighboring countries. The Kampala talks between the Government of the Democratic Republic of the Congo and the Mouvement du 23 mars (M23) have progressed slowly, with discussions concluded on one of the four agenda items. A serious crisis erupted within M23 in late February, resulting in a split and subsequent fighting between two factions. Regional efforts, including a mini-summit convened by the President of Angola and the Organ Troika Summit of the Southern African Development Community, have contributed to the overall containment of the situation.
