The United Nations Security Council Resolution 2510 (2020) led to the creation of a roadmap for a comprehensive solution in Libya, based on the Libyan Political Agreement and the Constitutional Declaration. The roadmap, called the "Preparatory Phase for a Comprehensive Solution," aims to strengthen political legitimacy through presidential and parliamentary elections. The objectives include establishing national sovereignty, providing security, unifying state institutions, improving services, and combating corruption. The roadmap is guided by principles of equality, democratic means, and peaceful transfer of power. The preparatory phase started in November 2020 and is set to end with elections on December 24, 2021. The Libyan Political Dialogue Forum (LPDF) will follow up on progress and ensure implementation of the roadmap, with deadlines and rules governing the process. The executive authority will consist of a Presidency Council and a Government of National Unity, with a mechanism for selection and decision-making to be agreed upon by the LPDF.
