The SEA process evaluates the likely significant environmental effects of implementing a plan or programme. The purpose of this report is to determine whether a Strategic Environmental Assessment (SEA) is required for the Proposed Material Alterations.

Process so far

The LAP has been developed in compliance with the Planning and Development Act 2000. A SEA Environmental Report and an Appropriate Assessment (AA) Natura Impact Report were prepared and placed on public display. Submissions were invited, and responses were included in a Chief Executive's Report. Elected Members decided on Proposed Material Alterations, which are the subject of this report.

The SEA Environmental Report contains information on the plan's objectives, current environmental state, and potential environmental impacts. The report addresses the information requirements specified in the SEA Directive and the Planning and Development (SEA) Regulations 2004.

Conclusion

The report concludes that a Strategic Environmental Assessment (SEA) is required for the Proposed Material Alterations to the Draft Thurles and Environs Local Area Plan 2024-2030. The SEA process will evaluate the potential environmental impacts of the proposed alterations and ensure that environmental considerations are taken into account.
