Summary

The 2015 Agreement on the Resolution of the Conflict in South Sudan (ARCSS) aimed to restore peace but collapsed in 2016. A Revitalized Agreement (R-ARCSS) was signed in 2018, but it is argued that it suffers from the same flaws as ARCSS, lacking key features of durable peace agreements, and is likely to lead to another flare-up of conflict.
