Summary

This working paper explores the implications of commissioning processes on third sector organisations, drawing on a qualitative longitudinal study of four case studies. The research identifies five cross-cutting themes: rules, resources, refocusing and restructuring, relationships, and re-thinking the problem. The study concludes that while commissioning is challenging for voluntary organisations, they are not passively responding to their environment, but rather developing tactics to navigate and shape it. The existing literature tends to agree that commissioning is problematic, with three conclusions: commissioning should be abandoned, reformed, or improved through varied practices and relational approaches.
