Summary

The right to free speech in Parliament is balanced with a prohibition on offensive or unbecoming language. The Presiding Officer determines what constitutes unparliamentary language, considering context, tone, and previous rulings. While some words like "lie," "liar," and "lying" are automatically deemed unparliamentary, the main principle is that Members cannot impute improper motives, dishonesty, or make derogatory references to fellow Members' private lives or appearance.

Direct rulings on incidental interjections are rare; instead, Whips and other Members bring contentious remarks to the Chair's attention. Points of order must be raised immediately; otherwise, the Chair is not obligated to rule. Prompt ruling minimizes disruption, but complex cases may require a considered decision after consulting Hansard. Emphasizing unparliamentary language through points of order and rulings encourages Members to use more moderate language in debate, enhancing the Provincial Parliament's image and avoiding potential disrepute.
