Summary

The object of parliamentary procedure is to accomplish things in an orderly and democratic manner. Meetings are controlled by the "floor" when most members understand the rules, and the "chair" directs it. An agenda is offered for approval, and motions carry forward the business of the meeting. Motions must be made, seconded, and disposed of, and debate is limited to ensure orderly discussion. Members should use proper terms and follow rules for making motions, speaking, and withdrawing motions. Once a motion is made and seconded, it belongs to the assembly and can only be withdrawn with the assembly's consent.
