The applicant proposes to mitigate impacts by preserving wetlands at the Loma Ecological Preserve. An Environmental Impact Statement is required, and the Federal Energy Regulatory Commission is the lead federal agency. The public notice solicits comments on the proposal, which must be received by November 19, 2018.
