Summary

The VOW Act requires Federal agencies to treat active duty service members as veterans and preference eligibles when they submit a certification of expected discharge or release from active duty under honorable conditions, allowing them to be considered for Federal jobs without a DD form 214. Agencies must accept and process applications from service members who submit a certification, verify eligibility for veterans' preference prior to appointment, and grant tentative veterans' preference to eligible individuals. The certification must be a written document from the armed forces stating the service member is expected to be discharged or released within 120 days.
