The Japanese government has established a certification system for excellent temporary staffing agencies, known as "優良派遣事業者" (Excellent Temporary Staffing Agency). As of May 1, 2021, 151 agencies have been certified. The certification is based on four criteria:

1. Business stability
2. Proper employment management of temporary staff
3. Support for career development and improved working conditions for temporary staff
4. Service provision to client companies

Agencies that meet these criteria can receive certification, which is valid for three years. The certification can be used to enhance the agency's reputation and credibility, and some government agencies and companies require certification as a condition for contracting.

The certification process involves submitting an application and undergoing an audit by a certified audit institution. The audit institution checks if the agency meets the certification criteria, and if it does, the agency receives a certification certificate and a certification mark that can be used on its website and business cards.

A survey of 2,600 client companies found that 82.9% of them consider the certification to be important or very important when selecting a temporary staffing agency. The certification system is operated by the Japan HR Association, which is commissioned by the Ministry of Health, Labour and Welfare.
