The outlying islands include Penghu County, Kinmen County, Lienchiang County, Green Island and Orchid Island in Taitung County, and Liuqiu Island in Pingtung County. To be eligible, students must have been registered as residents of these islands for at least nine years and have completed their education on the island. The regulations also specify the application and review process, including the establishment of a recommendation committee and the criteria for admission. Students who are recommended for admission are not allowed to transfer schools, except in special circumstances. If a student is found to have falsified their residency or qualifications, their admission will be revoked.
