Proposed Solutions:

Develop the BH workforce pipeline using the Behavioral Health Trust Fund.
 Create a Behavioral Health Rate Task Force to ensure financial stability and adequate salaries for BH providers.
Prohibit clinical denials due to administrative or technical defects and require coverage of medically necessary mental health services.
 Reduce continuum of care challenges and address administrative barriers to expanding BH services.
