La storia della ZST a Olecko inizia prima del 1939, quando la città conosce un periodo di stabilità e sviluppo. Vi erano 3 scuole elementari, una scuola agricola e 8 scuole professionali. I edifici occupati dalla ZST erano: ul. Zamkowa 2, costruito nel 1927, che ospitava una scuola agricola per ragazze; ul. Zamkowa 4, un edificio residenziale multifamiliare; ul. Plac Zamkowy 3, il "Castello" costruito nel 1894, che ospitava la sede della starostia distrettuale; ul. Plac Zamkowy 2, un edificio residenziale unifamiliare; ul. Armii Krajowej 30, un edificio residenziale multifamiliare. La scuola fu fondata nel 1946 con 23 studenti e il suo primo direttore fu Wiktor Jankowski. Nel 1947, la scuola ricevette 50.000 zł per l'acquisto di macchine da cucire e fu assegnato un insegnante per il corso di sartoria. Nel 1949, la scuola cambiò nome in Zasadnicza Szkoła Metalowo-Budowlana CUSZ e nel 1950 in Zasadnicza Szkoła Metalowa-Budowlana CUSZ. La scuola continuò a crescere e a cambiare nome negli anni successivi.
