Stokes had previously run in 1965 but lost to incumbent Mayor Ralph Locher. In the 1967 Democratic primary, Stokes defeated Locher and went on to face Republican Seth Taft in the general election. The campaign was marked by a series of debates, which Stokes used to showcase his oratory skills and Taft used to emphasize his knowledge of government process. Despite Taft's honesty and competency, he struggled to match Stokes' personality and charisma, and the debates ultimately favored Stokes.
