The International Court of Justice (ICJ) has established a single maritime boundary delimiting the continental shelf and exclusive economic zones of Romania and Ukraine in the Black Sea. The boundary starts from Point 1, follows the 12-nautical-mile arc of Ukraine's territorial sea around Serpents' Island, then follows an equidistance line through several points, and continues in a southerly direction until it reaches the area where the rights of third States may be affected. The Court's judgment is final, binding, and without appeal. The ICJ determined the starting-point of the delimitation based on the land boundary and territorial sea boundary as already determined by the Parties, and found that there was no agreement in force between Romania and Ukraine delimiting the exclusive economic zone and the continental shelf. The Court identified the relevant coasts and applied the principles of maritime delimitation as determined by the 1982 United Nations Convention on the Law of the Sea (UNCLOS).
