Four core strategies and 21 actions were identified to address the greatest challenges and barriers to housing production in Bakersfield. The strategies are:

Encouraging mixed-income and mixed-use development
Increasing the availability of affordable housing options
2. Enhance affordability through:
Implementing inclusionary zoning policies
Providing incentives for developers to build affordable housing
Increasing funding for affordable housing programs
3. Improve access to resources and funding through:
Establishing an Affordable Housing Trust Fund
Creating a Developer Fee Assistance Program
Implementing an Impact Fee Estimator Tool
4. Foster community engagement and collaboration through:
Conducting regular community outreach and engagement
Establishing a Community Land Trust
Encouraging public-private partnerships for affordable housing development

The city aims to address the housing needs of low to moderate-income families, as well as middle-income families who lack housing options in the city. The Affordable Housing Strategy is guided by the principles of building more housing, diversifying housing options, and targeting resources to less advantaged households. The strategy is anchored in a vision where all Bakersfield residents have access to housing that is safe, stable, and affordable.
