Summary

Critical analyses of neoliberalism's influence on fisheries governance have documented negative social consequences for fishing communities due to enclosure, quota leasing, and commodification. However, this paper argues that certain policies and social relations can regulate enclosure and commodification, empowering community-based groups to anchor fishery resources and wealth in coastal communities. A case study of the northern shrimp fishery in Newfoundland and Labrador, Canada, illustrates how fisheries enclosure policies informed by principles of access and equity can embed fishery resources and benefits in rural and remote coastal regions. The study shows that community-based organizations can lease quota to offshore fleets, generating royalties and economic benefits that are reinvested in the community, supporting regional inshore fishing and embedding benefits in the community.
