To address this, guidelines for CubeSat operations in GEO are proposed, focusing on design and operations standards to minimize the load on the SSA system. The guidelines include operating at -300km to +300km of the GEO belt, single fault tolerance, operation at Geopotential wells, providing position and velocity data, using laser retro reflectors, and unique identification signals. Implementing these guidelines requires international cooperation and recognition from a space-oriented governing body to facilitate discussion and agreement among stakeholders.
