Summary

European motor vehicle emission control legislation has failed to control emissions from light-duty diesel vehicles, with many emitting nitrogen oxides (NOx) at rates significantly higher than regulatory limits in real-world driving conditions. To strengthen the regulatory program, a transition to more representative laboratory emissions testing and real-driving emissions (RDE) test requirements is being implemented. However, to ensure the effectiveness of the program, alternative emissions test methods, such as vehicle emissions remote sensing, are needed. Remote sensing measures emissions from passing vehicles in real-world driving conditions using spectroscopy, providing snapshots of emission rates from thousands of individual vehicles. It offers advantages over other test methods, including the ability to sample a large number of vehicles quickly, reflect real-world conditions, and minimize recruitment bias and gaming. The purpose of this paper is to review the technical details of remote sensing, describe the types of emissions analyses that can be conducted, and explore areas where remote sensing can supplement current emission test methods in the EU light-duty vehicle regulatory program.
