ITSの10年間はVICSとETCの本格運用、信号制御高度化、安全運転支援、業務車両の効率化などが進んだが、基本的には既存のインフラ投資が効いているだけであり、市場には閉塞感がある。ITSによる道路利用効率化の本質は、システムの一部の費用をユーザーに負担してもらうことが前提であり、個人の利益が増加しなければ受け入れられない。情報提供サービスでは、官製と民製の違いがあり、民製はユーザーを選別してサービスを提供でき、個人の利益を優先できる。TICはITS10年間の最大の功績であり、道路管理者と交通管理者の連携プレーを実現した。一般利用者の目で情報提供サービスを見ると、情報メディアへのコストは家計に占める割合が大きくないが、交通情報は人気のあるサイトであり、付帯行為における追加サービスへの出費はシビアである。ITSからIntelligent Activity Serviceへ移行することで、本当に必要な交通情報を提供し、ユーザーに受け入れられるサービスとして認知されることが可能である。
