Summary

Over 1 million Rohingya refugees live in Bangladesh, with 700,000 fleeing Burma after a pre-planned military offensive last year. Conditions in the camps are appalling, with too many people in a small area prone to flooding. The government of Bangladesh has been praised for allowing the Rohingya in, but its bureaucracy and policies have hindered aid efforts. The UN appeal for basic aid is expected to receive less than half of the $1 billion needed, with the British government pledging £130 million and the European Commission pledging 36 million euros. The Burmese government has not contributed to aid efforts. For safe return, immediate citizenship and justice are essential, but the British government and international community are not focusing on these issues. The Rakhine Commission's recommendations do not address citizenship or justice, and their implementation is lacking. Aung San Suu Kyi's government plans to force Rohingya into repatriation camps with no rights or guarantees. A secret MOU between the Burmese government and the UN has no concessions on citizenship and limited guarantees on aid access.
