Summary

The Economic Cooperation Organization (ECO) has rules of procedure that outline the mandates and functions of its principal organs, including the Council of Ministers, Council of Permanent Representatives, Regional Planning Council, and Secretariat. The Council of Ministers is the highest policy and decision-making body, responsible for approving policies, strategies, and work programs, as well as appointing the Secretary General and his Deputies. The Council of Permanent Representatives implements the decisions of the Council of Ministers and carries out its policies, while the Regional Planning Council evolves basic strategies and plans in accordance with the objectives and principles of regional cooperation. The Secretariat initiates, coordinates, and monitors the implementation of ECO activities, and services all meetings of the Organization. The Secretariat has various directorates, including Trade and Investment, Transport and Communications, Energy, Minerals and Environment, Agriculture and Industry, Tourism, and Human Resources and Sustainable Development, which work to determine the scope and potential of regional cooperation, exchange information and experiences, formulate programs and projects, and prepare terms of reference.
