Between 1945 and 1999, instances of cooperation between riparian nations outnumbered conflicts by more than two to one. Researchers found that in the last 50 years, only 37 disputes involved violence, and 30 of those occurred between Israel and its neighbors. In contrast, 157 treaties were negotiated and signed, and 1,228 cooperative events dwarfed the 507 conflict-related events. International cooperation around water has a long and successful history, with even vociferous enemies negotiating water agreements, and institutions created to manage shared water resources have proven resilient.
