Summary

Parliamentary committees play a crucial role in facilitating public policy at the Commonwealth level by providing a vehicle for scrutinizing the executive and facilitating public contributions to parliamentary deliberations. The Australian Parliament's committees perform various public policy roles, including legislative, information, accountability, scrutiny, financial, investigatory, and delegated legislation functions. Three basic types of committee roles emerge: scrutiny, investigation, and legislation, from which a policy contribution can develop. Committees contribute to policy development through four policy 'roles' relating to phases in the policy cycle: strategic investigation, appraisal of legislation, scrutiny, and review. These roles enable committees to contribute independently of the executive, complement or work in conjunction with the government, and evaluate established policies or programs. Ultimately, parliament's function is to call the government to account, and the core roles of parliamentary committees are variations on some form of scrutiny.
