Summary

Interstate and interregional electricity transmission is crucial for a net-zero carbon electricity sector, providing aggregate resilience and reliability benefits. However, the decentralized siting and permitting process for transmission lines causes significant project delays and cancellations. Primary federal siting authority would provide certainty to developers and support transmission expansion. Any expansion of federal eminent domain authority must address existing problems and provide stronger landowner protections. Interstate transmission can lower costs, increase revenue, and create jobs, but transmission expansion has slowed due to slow demand growth and state-based siting and permitting policies. Granting primary siting authority to the Federal Energy Regulatory Commission (FERC) for high-capacity interstate transmission lines could help accelerate transmission development and achieve a decarbonized grid.
