Summary

A regional-scale ecological risk framework for environmental flow evaluations has been developed, incorporating the relative-risk model and Bayesian belief networks into a transparent probabilistic modeling tool called PROBFLO. This approach addresses uncertainty explicitly and evaluates the socio-ecological consequences of historical, current, and future water resource use scenarios, generating environmental flow requirements on regional spatial scales. PROBFLO has been applied in two case studies in Africa, demonstrating its flexibility and functionality, and facilitating informed environmental management decision-making with trade-off considerations. The approach can contribute to the adaptive management of water resources and the allocation of resources for sustainable use, addressing protection requirements.
