Michael E. Cuffaro argues that judgments about locally causal models compatible with quantum no-go theorems depend on the context of inquiry, and that certain no-go theorems have no force when the context switches from a traditional foundational discussion to a practical discussion of physical systems capable of classically reproducing quantum statistics. He claims that Bell's inequalities and related results are not no-go theorems per se, but rather establish constraints on locally causal descriptions of joint measurement outcomes, and that interpreting them as no-go theorems requires additional plausibility constraints that vary depending on the context. Cuffaro distinguishes between a "theoretical" context, where the goal is to recover the confirmed predictions of quantum mechanics, and a "practical" context, where the goal is to build physical systems that can recover a particular probability distribution or set of measurement outcomes, and argues that the plausibility constraints imposed on locally causal descriptions differ between these two contexts. He uses the example of the Greenberger-Horne-Zeilinger (GHZ) theorem to illustrate how a no-go theorem can lose its force when moving from the theoretical to the practical context.
