Summary

The Sochi Winter Olympics were a success for Russia and the International Olympic Committee (IOC), but controversy surrounded the introduction of anti-propaganda laws in Russia, criticized for being discriminatory. This article discusses the controversy using a legally pluralist approach to sports governance, critically reading the practices of neoliberal globalization that marked the issue of sexuality at the Sochi games. The IOC's legal influence on domestic and international legal norms is contradictory and inconsistent, revealing profound political disagreements that cannot be resolved through legal reasoning. The IOC's reaction to Russia's 'propaganda' law was problematic, demonstrating how it protects and propagates underlying power structures, and casting doubt on its self-image as a bridge-building entity. Critical legal studies provide a lens to interrogate the power of law, revealing the instability and fragility of the IOC's overall framework.
